ReadEncodedBitmapBinary

Reads the encoded SigObj data from binary data which was created using RenderBitmap function.

Parameter	Description
ImageData	Uint8Array with the image data.
Width	width of the image.
Height	height of the image.

Return values
The function returns a promise that resolves to true when it succeeds or raises an exception if false.
